The ASC is grounded in core policy frameworks adopted by the African Union under the African Peace and Security Architecture (APSA). These documents define the vision, structure and operational modalities of the African Standby Force (ASF), with a specific focus on the civilian component.

The ASF Policy Framework (2003) includes the key decision to establish a civilian roster as part of the multidimensional ASF. The Civilian Dimension Policy Framework (2008) builds on this by providing policy guidance for the civilian dimension of the ASF, outlining the roles, responsibilities and deployment processes for civilian experts in peace support operations.
